Are the Storm commandos a thing in the garrison? I wanted to do a storm commando build (scouts in black armor). Are they allowed or are there only the TB scouts?

You can make anything that has a crl on the 501st website

In the SpecOps detatchment, there is a Shadow scout, basically an all black scout.  It has a TX designation instead of TB.

I will either be deciding on either the shadow scout or a shadow trooper. Still deciding but leaning word the shadow trooper. If anyone has any links to where I can buy the armor already done, custom fit, please let me know!

Does anyone have a good place where I could buy some shadow trooper armor? I would prefer it to be finished so I can just put it together, if not I can just pay the person to sand and paint.

No, Neither is credible and you would likely not be approved in either costume due to inaccuracy.  

READ THIS THREAD.  It's from FISD and is for white armor stormtroopers but most if not all makers also will pull the same set in black ABS for shadow troopers.

ANH and ESB are nearly identical, only plastic difference is the hand plates.  The shadowtrooper looks to be built exactly like the ANH Stunt stormtrooper but in black abs instead of white
